15. International Negotiations / Delegation Leadership:

r                     Lead Indian Defence DELEGATION to DESi 2007, London,

r                     Was a permanent member of the Sub-group of the Indo Russian Inter Governmental Cooperation and negotiated half a dozen Protocols- Half in India and half on the Russian soil,

r                     Was a member of the Indian Defence DELEGATION to Brazil,

r                     Was a member of the Indian Defence DELEGATION to South Africa,

r                     Was a member of the Indian DELEGATION to South Korea to Negotiate the transfer of technology for Delhi Metro cars,

r                     UNICEF sent a team to China in December 2000 to look into the issues relating to women and child and Basic Education. I was included as a member of the team along with the UNICEF and GOI representatives,

r                     Was a member of the Indian DELEGATION from State Government of Uttar Pradesh to World Bank to negotiate first ever stand-alone program & other loan/assistance to a Sub National Government by the BANK.

My achievements in the area of 'Reengineering of Policies, Programs and Organizations' have been taken notice of and have also been accorded national and international recognition :

 r         Invitation to the International Conference on 'Early Childhood Care for Survival, Growth & Development' organized by UNICEF at Ashoka Hotel New Delhi from 3-5 October 2000. In the workshop, on 4th October I chaired the Technical Session-III on Integrated Approaches To Early Childhood Care For Survival, Growth & Development.

 r                Invitation to the India Country Assistance Evaluation and Country Assistance Strategy consultations to attend the sectoral workshop on Public Sector Management and Fiscal Policy held on March 31,2000 at the World Bank India office, New Delhi.

 r                 Invitation to the 2nd International Workshop On 'Good Practice In Public Expenditure Management' organized by M/s Oxford Policy Management at Eynsham Hall, Oxford UK from 28-30 July 1999. . I am on the list of Consultants with the M/s Oxford Policy Management

 r                   I was invited to the workshop on 'Decentralization and the Making of Economic Policy' organized by The World Bank Institute at Bangalore, India, May 24-27,1999.

 r                   Invitation to the Regional Symposium on 'Trade and International Competitiveness in Manufactured Goods' organized by 'Economic and Social Commission for Asia and the Pacific' (ESCAP) from 29 to 31 July 1992.

 r                   Nomination on the governing body of 'World Assembly of Small and Medium Enterprises' (WASME) for the period 1992-94.

 r                   Addition of my name to the UNIDO roster of experts in 1992;

 r                   Invitation to participate in the International Seminar on Rural Transportation (ISORUT), 1988 organized by the Andhra University, Vishakhapatnam, Andhra Pradesh, INDIA;

 r                   Invitation to the International Seminar organized by the 'Association of Development Financial Institutions of Asia and Pacific' (ADFIAP) in the year 1983-84.

r                   Government of India, in 1994, nominated me member of the team to study the impact of Handlooms Reservation Act on the health of the Power-loom sector and suggest measures for their most productive coexistence.

 

r                   In 1996 I was made the member of the working for the preparation of the 9th five-year plan approach paper for the minorities.

 

r                  Recognizing my knowledge and depth of understanding in matters of Public Finance and Governance Reforms, in 1998 I was chosen the convenor of all the four 'core groups' constituted by the state government to spear head the reforms in the state.

 

r                  I was the member of the task force created in the Chief Minister's office in 1999 to firm up the approach and strategy to downsize the State Government and decentralize and delegate powers of governance to the elected rural local bodies.  

r                  In 1995 I was assigned the task of empowerment of traditional non-governmental institutions to knit them into a powerful delivery system so that the 24 million minority population of the state of Uttar Pradesh could effectively participate in the developmental process & contribute to its fullest potential in the economic growth;

r                  In 1990, while I was working as Additional Chief Executive of NOIDA, GREATER NOIDA -- a modern industrial township coming up adjacent to New Delhi, was launched. I was simultaneously entrusted the responsibility of its first Additional Chief Executive. The master plan of Greater NOIDA and its Organization Structure was given its initial shape under my direct supervision.
