Disability Scheme

The Disability Scheme presently being dealt at the headquarters is decentralized with immediate effect. The project proposal up to the outlay of Rs.25 lakhs will henceforth be considered in the Regional Committees and projects above Rupees twenty five lakhs received from the VOs other than the first timer organizations will be considered at the headquarters.

All the 58 new project proposals pending at CAPART headquarters at present and the proposals relating to first timer VOs up to the outlay of Rs. 25 lakhs may be transferred to the respective Regional Committees. Besides, 121 ongoing projects irrespective of its outlay may be retained at the headquarters for further follow up action. The administrative cost of a project should not exceed 10% of the total cost and managerial support in addition to 10% administrative cost such as salary for project coordinators, CBR workers, accountants, guards etc. should not be allowed.

All the RR & MCs are requested to invite and expert (a representative from the office of the Chief/State Commissioner for Persons with Disabilities) in all the Regional Committee meetings while considering project proposals relating to the disability scheme. A copy of the sanction letter issued to the VOs may also be endorsed to the Ministry of the Rural Development and to the concerned State Commissioner Disabilities.
