Standardized Cost Estimates for Model Project
for Disability and Rehabilitation Scheme of CAPART
The Standardized cost estimate has been prepared
based on a model project prepared by Disability Action Division of
the Ministry of Social Justice and Empowerment (Annexure -1). This
model project will use standardized cost estimates for vocational
training and income generation activities pertaining to various
skill development programmes, which are being developed separately
by CAPART. The whole strategy is to be based on the principle of
community awareness generation through training and sensitization of
Policy Makers / Leaders followed by vocational training /
appropriate skill development of the beneficiaries, formation of
Self Help Groups, suitable income generation activities for
producing which have ready made market in the nearby areas.
Various Factors determining the Cost of a
Project
- Location of the Project: The project
cost varies depending upon the project area such as in terms of
topography, location, state, accessibility to the area and the
physical infrastructure available both with the VO and within
the Project area.
- Second important consideration is the number
of Beneficaries, which the project intends to benefit.
- The nature of the VO also determines to
a greater extent the Cost of the Project. If the VO applying for
CAPART assistance is already working in the area of Disability
then it will require less infrastructural inputs then the
Voluntary Organization that has recently begun interventions in
this sector.
The Standardized Cost estimates has been prepared
in order to ensure qualitative implementation of all the projects,
which are being sanctioned by CAPART. During a Project Cycle many
unseen and other factors can lead to qualitative degeneration of the
Project, which in turn can have serious repercussions for the
overall achievements of the targets and the basic premise for which
the particular project was sanctioned.
The Standardized Cost estimates are annexed which
are illustrative and which vary depending on the above-mentioned
factors i.e. location, community, type of disability

recommended the Post of Social Worker
Note:
- Since the Beneficiaries belong to special
categories, there should be provision of local contribution of
only 10% only.
- The expenses incurred in traveling of the
workers can be included in the Administrative Cost, which is 10%
of the total cost project.
- The post of Vocational Trainer will be provided
for Project only if the Project envisages a vocational training
component.
- The Personnel in CBR Programme must be trained
rehabilitation workers
