STARTER PACKAGE SCHEME FOR YOUNG PROFESSIONAL

Introduction:

To encourage the Young Professionals (YP) to take up activities in the Rural Areas through their own registered organizations, CAPART has provided the option to Young Professionals after completing their tenure successfully to take up the Starter Package Scheme. The scheme envisages that the Young Professionals, who have served in CAPART offices as well as in the field organisations, would be better equipped in starting professionally managed voluntary organizations and helping CAPART in achieving its objectives.

The scheme entails assistance in the form of a grant, which will cover the expenses for setting up of the office and also manpower support for a period of one year. It also envisages that the Starter Package would help in the survey and documentation process in the preparatory stage for taking up of developmental work in their chosen area of operation.

Objectives:

The main objectives of starting starter Package scheme are:

  • Encouraging young people to take the responsibility to work for the development of rural India.

  • To bring professionalism in the field of development by promoting professional intervention.

  • To develop a network of organizations run by professionally qualified people at grass roots.

  • To empower young professionals as agents of change and development.

Eligibility Criteria for availing the starter package:

  • Those YPs who have completed their full tenure with CAPART and whose performance during the tenure was found satisfactory would be eligible for consideration under the scheme.

  • YPs shall be entitled for the Starter Package within 2 years after completion of their tenure.

  • The YP has to register a non-profit voluntary organization under Societies Registration Act 1860 or Indian Trust Act 1882, or Religious and Charitable Institutions Registration Act, 1920.

  • The YP has to give an undertaking that he or she would be associated with the organization as Chief Functionary for a minimum period of 5 years after availing the package.

Relaxations:

  1. The normal condition of 3 years is waived in the case of YPs NGOs and their organization can apply for funding under any scheme of CAPART.

  2. Pre Funding Appraisal is also waived in case of grant of Starter Package.

Duration of the project:

The duration of the Starter Package Project is one year and project will be sanctioned in the name of VO started by the YP, and not in the name of the YP.

Total Amount of Grant:

  1. The maximum ceiling of the grant to be sanctioned under Starter Package Scheme would be Rs.5 lakhs, which includes Rs.1,20,000/- towards honorarium of the YP for 12 months.

  2. If two YPs jointly set up an organization, the budget ceiling would be Rs.6, 20,000/- which would include an additional amount of Rs.1, 20, 000/- towards honorarium of the second YP.

Broad Categories of Budget:

Capital Requirement

  • Computer Set

  • Office Equipments like, Fax, Phone, etc.

  • Office Furniture like tables, chairs, almirah, etc.

Manpower Support

  • Honorarium for YP @ Rs.10000/- p.m. for 12 months.

  • Remuneration for Social Workers or assistants.

Operational Expenses

  • Survey, documentation etc.

  • Printing of vouchers, payment & receipts etc.

Administrative Expenses

  • Office rent, electricity charges, water charges, office maintenance etc.

  • Stationary, postal expenses, telephone bills, Internet charges etc.

Mode of sanction of grants under Starter Package:

  • The starter package proposals would be accepted and processed at the HQ level.

  • The concerned YP, along with two or three executives/office bearers of the organization, would be called for a presentation on the starter package.

  • The Young Professional concerned has to give presentation on the proposed activity before a Committee comprising of the visiting DDG, MC and RO in the Regional Centres or the Committee comprising of the two DDGs and the HoD (YP) at the Headquarter.

Release of Funds:

  • Funds to VO would be released in two separate installments

  • The second installment would only be released after getting the progress report and unaudited statement of accounts.

Monitoring Mechanism:

  • No pre-funding of the Starter Package Proposal is required.

  • The progress and implementation would be coordinated and monitored by RR/MC or any nominee from CAPART, Headquarters.

Expected Outcomes:

  • During the 1st year of the YP Starter Package the VO of the YP will have to create a database of the district which will cover :

  1. Grass root NGOs

  2. Activities

  3. Indicators i.e. per capita net income.

  • Completion of all the legal formalities like FCRA, PAN, 12A, 80G etc.

  • Proper organization of General/Executive Committee Meetings and maintenance of records.

  • Completion of survey and its analysis and results and a copy of report to be submitted to CAPART.

  • Networking and Liaisoning with various institutes and departments.

  • Identify issues/needs and prepare action plan to meet these needs.

  • Village development committee formed.

  • Submission of village development plan for next five years.

  • Profile of the villages covered under the programmes conducted.

  • Interventions carried out in generating awareness with linkages developed with Govt. /Non Governmental programmes and schemes.

  • Efforts made for mobilisation of resources.

The proposal should be accompanied with the following:

  1. Organisational Profile as per the proforma given in the main guidelines of CAPART for Small Voluntary Organisations.

  2. Project Profile as per the proforma given in CAPART guidelines. The project profile should contain the details of the activities proposed to be undertaken with the specific rationale and action plan for next 12 months of the project duration and tentative plan for next five years.

  3. Attested Documents (By Gazetted Officer) required with the proposal:

  1. Registration Certificate and Byelaws. (Mandatory)

  2. Bank / Post Office Pass Book. (Mandatory)

  3. A copy of CVs of the Chief Functionaries.
