Circular No-1/2008
In supersession of all the previous Circulars issued regarding Young
Professional (YP) Scheme, the modalities are as follows and will be effective
from 1st August 2008.

Leave
Rules:
a)
The YPs are entitled to
casual leave for 8 days, restricted holidays for 2 days and earned leave for 15
days on an annual year basis. i.e. Aug-July.
They are not to be sanctioned leave without pay beyond 45 days during
their internship except on health grounds on the production of medical
certificate and any other urgent domestic work of serious/important
nature. However, the three year period
will not be correspondingly extended to cover the shortfall.
b)
The above rules are applicable to the YPs working with HQ and RCs of
CAPART.
c)
In case of YPs posted to
NGOs/ DRDAs/ Government Institutes (State or Central)/ State Departments, the
leave rules of the concerned Agency are applicable which has to be spelt out
clearly.
d)
If any YP applies for leave
on maternity ground, the earned leave entitled to the YP during the tenure i.e.
45 days will be adjusted against the total period of absence and the balance up
to a maximum of forty-five days would be treated as maternity leave. Any
absence beyond this would be treated as leave without pay.
8. Travel rules: If any YP is posted with CAPART Hqr or RC, his/her travel expenditure
for official tour is reimbursed by the CAPART Headquarter or RC as per CAPART
norms. For payment of TA, the selected
YP will be considered on par with the Research Officer of CAPART.
If the YP is posted with
NGOs/ DRDAs/ Government Institutes (State or Central)/ State Departments,
he/she is entitled to the travel rules of the Agency concerned, as the case may
be.
9. Mode of Payment of remuneration to YPs: The
contribution of CAPART and borrowing organizations, including DRDAs will be on
50-50% basis w.e.f. 1st
August, 2008. Host organizations will pay the total remuneration to the
YPs in advance and CAPART will reimburse its share to the organizations after
getting the following details:
a)
Monthly record of attendance
of the YP of the preceding month should be duly certified by the Head of the
Organization, and sent to Regional Office or CAPART Hqr. by 7th of
the succeeding month.
b)
Progress reports on a
bi-monthly basis should be submitted by the YPs tentatively by 10th
of every second month.
10. Penalty
Clause:
a)
YPs intending to leave
before the completion of one year are liable to refund one month’s remuneration
to CAPART in addition to one month notice or one month remuneration in lieu of
the notice. For YPs in their 2nd or 3rd year of their tenure,
either one month’s notice or refund of one month’s remuneration in lieu of the
notice will be applicable.
b)
YPs not joining after their
Orientation programme have to refund the total cost of the training in addition
to one month remuneration.
c)
If any YP remains absent
from his/her duty continuously for a period of seven days without any
information/ intimation to the Competent Authority, the agreement will be
terminated automatically and they will not be allowed to re-join CAPART.
11. Placement and Transfers:- During their
tenure of three years, every YP is expected
to work with VO, DRDA, CAPART RCs, State Govt. Offices, CAPART HQr, Ministry
and Central Govt. offices as per discretion of Competent Authority. After
appointment by HQr, the YPs will be allotted to the concerned RC.
The placement and transfers of
the YPs within the region would be directly handled by RR & MCs, who would
also monitor their movement on a regular basis. The RR & MCs will then post
them at RCs/ VOs/ DRDAs/ Government Institutions (Central & State)/ State
Government Departments within their jurisdiction, as per requisition. Mid-term
inter-regional transfers on requests and recommendations of MCs will be done by
HQr.
12. A Grievance redressal cell should be created
both at HQr as well as at the RC level under the Chairmanship of HoD (YP) and
RR & MCs respectively. Notification in this regard will be issued in due
course.
13. Future
engagement with CAPART:
a)
YPs (not more than 10 per
year) with outstanding performances and who have completed their tenure
successfully may be considered for contractual basis with CAPART for a maximum
period of one year, as and when required by any division for their day to day
work at a maximum monthly remuneration of Rs. 15,000/- per month.
b) Starter Package-
In order to encourage the YPs to
continue working in the Developmental
sector, a Scheme known as “
Starter Package” was introduced in 1994 under which one time grant would be
provided to those YPs who are interested to set up NGOs. The grant would be
sanctioned in the name of Organization and is meant for creating
infrastructure, meeting the expenditure on stipend of the YP for 12 months and
on other routine administrative matters including the cost of conducting
initial base line survey of the area where the NGO would like to work.
14. Monitoring Mechanism: - All RR & MCs
shall maintain a database of the YPs posted with organizations in their
jurisdiction. This will include information related to their bio-data, date of
joining with a particular organization, their transfers if any, leave records,
and also payment particulars. Regular reports from Voluntary Organizations/
DRDAs/ Government Institutions (Central & State)/ State Government
Departments, on the performance of the YPs shall also be maintained.
15. Concurrent Monitoring: - The RR & MC
and the Hqrs shall monitor the performance of the YPs and the discharge of
responsibilities by the organizations to which they are attached, through the
data base that shall be maintained at the Regional Centre and the Hqrs.
16. Job Profile for YPs:
a)
Two –Year Posting with NGO/DRDAs
At NGOs: YPs are expected
to guide and introduce professionalism in the management of the small NGOs in
particular through proper documentation, record keeping and networking with
other NGOs, Govt. Deptt., Banks, Financial and Technical Institutions. In
addition to that they work for the capacity building of Voluntary
Organizations. To help the organization in SWOT analysis, to work on their
hidden, known, threatening, and frightening imperceptible potential power.
At DRDAs: YPs posted with
DRDAs are expected to involve themselves in the implementation of Govt.
programmes within the district, mobilizing people’s participation. In addition
they should contribute towards formulation of district plan based on the
available resources and identified replicable successful models. YPs are also
to help in building up capacities of NGOs, developing linkages, in the field of
marketing, provide technical inputs and conduct monitoring of programmes.
b)
One Year posting with CAPART / RCs
The YPs are engaged with the processing of Project
Proposals received from NGOs, monitoring and evaluation, preparation of agenda
notes, field exposure, Project Development, closing of files and follow up
FAS/BLA cases.
This issues with the approval of the Competent Authority.
